Administrative Division
Role
- Supervision of general administrative affairs of 16 Divisional Secretariats.
- Management of human and physical resources through management of human resource of the office.
- All establishment affairs of officers employed in District Secretariat and Divisional Secretariats coming under District Secretariat.
- Organizing and conducting training workshops for public officers in the district.
- Giving approval for the payments of loan facilities of officers.
- Affairs related to recruitment of new graduates and Grama Niladaries
- All affairs related to government vehicles of District Secretariat and Divisional Secretariats coming under District Secretariat.
- Obtain forms and other documents from Government press and other departments which are needed to District Secretariat of Matara and Divisional Secretariats coming under District Secretariat, storing them and distribution.
- Taking future actions regarding land and other complaints submitted by people in the district.
- Issuing railway warrants for officers of the office.
- Affairs related to reservation of circuit bungalows, office auditorium and Mahinda Wijesekara stadium.

Engineering Division

One of the key functions of the division is, to ensure the quality standards of all construction activities in the Matara District under the Authority of the District Secretary and Conduct Training Programmers to maintain a quality standards of the Technical staff in District Secretary and sixteen Divisional secretary offices.

District Disaster Management Unit

Responsibility
District disaster management coordinating unit has established an emergency operation unit to cover 16 Divisional Secretary Divisions to operate around the clock to when any disaster coordinate relevant institutes and take action to minimize the disaster and do relief activities at post disasters.
Minimizing Disasters
- Cleaning rivers/Canals to minimize flood.
(Nilwala river, Kirama Ara, Urumuththa Ara)
- Construction of Bund/Culvert to minimize flood
(Haranamulla Bund/Welipitiya Culvert)
- Construction of 52 safe bath place to prevent crocodile attack in Nilwala River.
- Disaster Preventing
Matara District Disaster Management Unit is doing special activity to save people by preventing disasters.
As an example:- People in either side of Nilwala river were informed and evacuated acting quickly when warning issued for flood by Irrigation Department on 21 May 2018.
Disaster Pre Preparation
Pre readiness planning done for 16 Divisional Divisions by district disaster management unit and establishing rural committee in victimized Grama Niladari divisions and maintaining and awarding them disaster accessory kits done by the Disaster Management Unit. To quick react in flood situation District Disaster Management unit already distributed & located 24 x Boats & 25 Catamaran to the (Army Camp, Police Station & Divisional Secretary Office) identified flood effecting area.
Awareness programmes and training programmes were held costal zones as well as flood effecting area. Recognizing safe places and mapping them and marking safe ways to the places were done for the safety of people, as well as for protecting people from tsunami, erecting siren horn and towers done under disaster pre alarming systems.
Recognizing disaster possibilities and preventing them and supplying instant relief for possible disasters are the activities of this unit.

1. Coordination of District Agriculture Committee meeting.
2. Making aware of relevant institutes on decisions made by the District Agriculture Committee.
3. Taking actions regarding matters arising at the District Agriculture Committee.
4. Implementation of Agricultural projects regarding to the district specific problems.
5. Preparation of District Agricultural Development plan.
6. Supporting to the preparation of Crop forecasting repot.
7. Colleting and recording of information for crop production programme.
8. Updating district Agriculture statistics.
9. Submission of appropriate project reports to the farmers’ trust fund.

11. Identifying farming problems and providing solutions with the assistance of relevant institutes.

Sports Division

- Qualified to represent Sri Lanka in 100*4 meters event at Asian Relay Championships tobe held in China on 20 th and 21 st of June 2026.
- Qualified to represent Sri Lanka in 100 meters event at Commonwealth Games to be held in Scotland from 20 th of July to 03 rd of August 2026.
- Qualified to represent Sri Lanka in the 100 meters event at Asian Games to be held in Japan on September 2026.
- The first phase of the competitions held in conjunction with the 50th National Games, namely the inter-sports club competitions, have all been completed, while the second phase of the competitions, namely Inter-Divisional Secretariat Division Team Competitions, is held on these days.
- Awarding of colours to 119 sportspersons from Matara District who won at All-Island School Level and National Level and participated and won at International Level and pay tribute to 15 coaching officers.
- The annual medical clinic for 158 athletes of Matara District was held this year as well, in February at Uyanwatta Stadium.
- One-day training workshop is scheduled to be held for athletes who have qualified for provincial competitions from 04 Educational Zones of Matara District in under-16, under-18 and under-20 age groups.
Media Unit
Government Department of Information established media units in every district 12 years ago. According to the programme an media unit established in Matara district secretariat and named it as Matara district media unit.
By this district media units government expected to carry propaganda activity among people about development activities of the district. Awaring people about development programmes of government was the expectation. For this purpose employed the state media as well as printed media.
Main activity of this unit is recognizing progress and problems and all data of projects implementing in the district done with allocations of decentralized budget and provincial councils and other resources for the development of Colombo district and issue them to all media. specially details of district development committee and district coordinating committee holding under the supervision and operation of district secretary and collected by participating meetings and these information should issue to journalists of the district by coordinating them. And information of meetings ,workshops and ceremonies holding in the district should issue to the media by coordinating them.
Within the relevant period Colombo district media unit has been done following activities under the approval of district secretary.
- Covering all committee meetings and issuing information to media.
- Covering all the workshops held under the Colombo district strategic development plan.
- Covering and propagating by media about tournaments organized by Colombo district public service sports association.
- Collecting reports published in press media.
- Coordinating development activities of various branches of Colombo district secretariat and issuing relevant reports to media.
Measurements Standard Unit

Mission
"To be the Apex Institute for Science of Measurement, being responsible for the National Measurement System and to ensure justice and equity in regulatory activities and transactions based on Measurements"
The Department was estabilished under the provisions of the Measurement Units Standards And Services Act No.35 of 1995. The Department aims to establish, maintain, and disseminate National Standards of Measurement in Sri Lanka and the traceability of Measurements. It also provides the Legal Metrological framework to trade, Industry, science, health, security and environmental protection.
Responsibilities
- Annual verification of scales, weights and measuring instruments used in trade by traders.
- Organizing sealing centers in every Divisional Secretariat Division under the leadership of District Secretary to verify the weighing and measuring instruments of traders.
- Annually inspect fuel dispensing equipment at fuel stations and check accuracy when necessary.
- Inspecting and carrying out annual verification of emission testing equipment used at vehicle emission testing centers.
- Annual inspection and verification of weighing equipment in factories.
- Inspecting and annually verifying the weighing instruments used in factories.
- Conducting raids to detect fraudulent traders who violate the legal provisions of the Measurement Units, Standards and Services Act No. 35 of 1995, filing legal cases against them, and carrying out the related court proceedings (Sections 37, 42, 38, 46, 51(6), and 52).

Functions of the Explosives Control division
- Issuing permits for commercial purposes, including mechanized metal quarries, non-mechanized metal quarries and test blasting activities.
- Issuing permits for non-commercial purposes such as removing obstructing rocks in lands development activities, digging wells and laying foundations of houses.
- Granting issue orders for explosives under valid permits.
- Issuing supplier licences to explosive dealers and licences for the sale of Crackers and Fireworks.
- Issuing import licences.
- Issuing manufacture licences such as manufacturing, crackers and fireworks....etc.
- Renewing firearm licences granted for agricultural purposes and for the safeguarding of property, as authorized by the Secretary of Defence.
